RAI Secretariat was invited to present its project ‘Breaking the Silence: Enhancing the whistleblowing policies and culture in Western Balkans and Moldova’, funded by the European Union, as well as to participate in the expert panel discussion on whistleblowing, at the OSCE and DCAF sponsored Regional Workshop of the Annual Meeting of the Regional Anti-corruption Platform of Internal Control Departments, held on-line on September 30th, 2020. The workshop brought together thirty-five participants from the police and border agencies of Western Balkans, Ukraine, and Moldova to discuss good practices and professional standards of law enforcement internal control, whistleblower disclosure channels and protection mechanisms, integrity planning, and management measures relevant to preventing and detecting corruption, as well as to fighting transnational crime. Ms. Elmerina Ahmetaj Hrelja, the Project Manager and Anticorruption Expert, provided an overview of goals and activities of the project, shared preliminary project’s findings regarding the legislative framework and institutional arrangements, as well as public perception about whistleblowing in the project’s beneficiary jurisdictions, and announced the upcoming activities. For the RAI Secretariat, participation at this workshop was an opportunity to hear more about current experiences and challenges of law enforcement agencies in enforcing whistleblowing and discuss ways these challenges could be overcome.
