Mr. Todor Kolarov was elected as the Chairperson of the Regional Anti-Corruption Initiative at the 27th RAI Steering Group Meeting, held in Zagreb, Croatia, on 28 May 2018. Mr. Kolarov served as the RAI Chairperson from 2018 to 2018

Mr. Todor Kolarov is an anti-corruption expert with 20 years of experience. (D. Sc. in Security Studies; Ph.D. in International and EU Law, LL.M., J.D.) Currently, he is an associate professor in civil litigation (with special focus on in rem asset confiscation) and international law. Mr. Kolarov also served as an anti-corruption consultant focusing on criminal asset confiscation and international cooperation in criminal matters for the UN Office on Drugs and Crime (Afghanistan and Pakistan in 2017; Nigeria in 2016; Iran, Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan and Turkmenistan in 2015) and the European Union (Croatia in 2012).

Further on, he was a Chairperson of the Bulgarian criminal asset confiscation body (2011-2012); a legal adviser at the Office of Overseas Prosecutorial Development, Assistance and Training of the U.S. Department of Justice in Bulgaria (2004-2011); governance analyst at the World Bank (2001-2003) and staff attorney for the American Bar Association – Rule of Law Initiative (1999-2000).

In 2011, Mr. Kolarov led the Bulgarian rotational presidency of Camden Asset Recovery Inter-Agency Network.

He is an author of 2 monographs and over 20 scholarly articles on asset confiscation, lecturer and moderator in international fora organized by the UN Office on Drugs and Crime and EU-ACT (Tajikistan – 2017) UN Office on Drugs and Crime (Nigeria – 2016 and Kazakhstan – 2015) and Dutch and Italian Presidencies of the Council of the EU (Belgium – 2016 and Italy – 2014).
