Regional Workshop on Transparency in Security Sector

Becici, Montenegro: Regional Anti-corruption Initiative (RAI), in collaboration with the Centre for Security Cooperation (RACVIAC) and the Ministry of Defence of Montenegro, organized the regional workshop “Transparency in the Security Sector” from May 27 to 29, 2025.

This event built upon the longstanding partnership between RAI and RACVIAC in promoting integrity and combating corruption within the security sector. It convened experts and representatives from ministries of justice, defense, interior, law enforcement agencies, academia, civil society, and the media to share insights, best practices, and strategies for enhancing transparency and accountability in security-related institutions.

The workshop was opened with remarks from Ambassador Constantin-Mihail Grigorie, Director of RACVIAC, who underscored the importance of fostering trust in public institutions.

Mr. Marko Marković, the State Secretary at the Montenegrin Ministry of Defence, reaffirmed his institution’s commitment to promoting integrity and transparency. He emphasized that transparency does not pose a threat to institutional integrity.  Mr. Nikola Naumovski, the Senior Anti-Corruption Advisor at RAI, highlighted that transparency and integrity are fundamental principles that align with democratic values.

Over three days, the workshop featured six thematic panels covering critical aspects of transparency in the security sector. Discussions included the judiciary’s role, financial transparency, media responsibility, and civil society engagement. A practical session on financial investigations provided participants with hands-on experience in investigative techniques used to identify financial misconduct.

The event concluded with closing remarks and the presentation of certificates to participants, marking the successful completion of the workshop. This highlighted a collective commitment to promoting integrity, accountability, and trust in the institutions and other stakeholders tasked with ensuring security and the rule of law throughout Southeast Europe.
