The RAI Secretariat has thrown its regional training tour under the Southeast Europe – Together Against Corruption II (SEE-TAC II) Programme, delivering capacity-building sessions on Corruption Risk Assessment (CRA) and Corruption Proofing of Legislation (CPL) for the Environment and Security sectors.
The first training series was held 17–20 November 2025 in Sarajevo, gathering:
- 23 representatives from 9 institutions and 2 CSOs in the Environment sector, and
- 25 representatives from 18 security institutions across Bosnia and Herzegovina.
The Environment training was officially opened by:
- Ms Klara Antonia Wuketich, First Secretary of the Austrian Embassy in BiH and Director of the Austrian Cultural Forum in Sarajevo
- Mr Albert Hani, Director of the RAI Secretariat
The Security sector sessions were inaugurated by:
- Mr Ivica Bošnjak, Deputy Minister of Security of BiH
- Mr Vladica Babić, Assistant Director of the Agency for Prevention of Corruption (APIK)
- Mr Albert Hani, Director of the RAI Secretariat
All speakers emphasized the importance of sector-specific CRA and CPL as vital tools for curbing corruption and mitigating its detrimental effects on society, along with the significance of the developed CRA and CPL Guidance with checklists.
Across day one and two, participants gained:
- A clear introduction to CRA and CPL concepts, methodologies, and international standards in Environment
- Practical experience applying CRA/CPL tools to real-life cases
- Interactive group work on identifying corruption risks and defining mitigation measures in existing legislation and procedures
Experts from Prospector Consulting supported the Environment sector sessions, guiding participants through vulnerabilities, assessment processes, and risk mapping.
For the Security sector training, participants explored CRA and CPL methodologies tailored to the specific operational realities of police and interior ministry institutions. The sessions remained highly interactive, enriched by practical exercises, peer learning, and open discussion.
RAI Secretariat also welcomed partners from #EUPA4BIH – EU Police Assistance for Bosnia and Herzegovina, who presented their work under Component 1: Combating transnational organised crime, trafficking in human beings, and related threats.
The CRA/CPL trainings in Sarajevo are part of the Southeast Europe – Together Against Corruption II (SEE-TAC II) programme, which is a regional anti-corruption programme that implements the Regional Anticorruption Initiative in cooperation with the UNODC Civil Society Unit. The Austrian Development Cooperation funds the programme.
The Programme strengthens the resilience of Western Balkan societies to corruption by supporting, among others, the application of Corruption Proofing of Legislation (CPL) and Corruption Risk Assessment (CRA) mechanisms. In its second phase, SEE-TAC continues to work closely with national institutions, tailoring activities to their needs and aligning with national anti-corruption priorities.
