Regional Anti-corruption Initiative (RAI), in cooperation with the State Commission for Prevention of Corruption and Regional Cooperation Council (RCC), supported by Austrian Development Agency (ADA), organized a Training on Corruption Proofing of Legislation, on 28-29 of November in Skopje, Republic of Macedonia.
The objective of the Training was to build and strengthen the capacity of governmental institutions and civil sector in conducting corruption proofing of legislation on national level, by learning how to review the form and substance of drafted or enacted legal rules in order to detect and minimize the risk of corruption that the rules could facilitate.
The Training was led by Mr. Tilman Hoppe, RAI Expert on Corruption Proofing and Mr. Radu Cotici, RCC Expert on Governance for Growth – Public Administration Reform and Anticorruption. The training was attended by representatives of the State Commission for Prevention of Corruption, Government of the Republic of Macedonia, Ministry of Justice and Legislation Secretariat. Furthermore, representatives of civil society organizations attended the Training.
Training was opened by Mr. Igor Tanturovski, President of the State Commission for Prevention of Corruption, who welcomed participants and expressed gratitude to RAI for organizing training. The first session was focused on the general terminology of corruption proofing and its concept, supported with the practical examples. Further on, case study on regulatory corruption risks was elaborated with the participant’s involvement in the corruption proofing process. Additionally, the trainers and the participants reviewed the Customs Law. The first day was concluded with defining of the core steps/checklist in corruption proofing process.
On the second day of the Training participants worked on review of the Procurement Law. Special attention was paid to the recommendations in the process of corruption proofing, especially the form of recommendations. Furthermore, within the working groups, the participants had the chance to work on a practical exercise on challenging recommendations as well as on simulated investigations.
The trainers and organizers used the wrap up session to receive feedback from the participants on the Training and their recommendation for the 2nd module of the Training on Corruption Proofing planned for the later stage of the Programme implementation. Training was closed by Mr. Tomislav Curic, Acting Head of RAI Secretariat who thanked all participants and trainers and informed that RAI Secretariat will organize 2nd Module of the training in the first half of 2017.
