Romania: European Commission’s CVM assessment mission for three days

On Wednesday, European Commission representatives started the Mechanism of Cooperation and Verification (CVM) assessment mission, meetings with the representatives of the judicial system, of Parliament and Government being set to take place against this backdrop.

Referring to the CVM assessment mission, the Justice Ministry stated for AGERPRES that several meetings will take place on Thursday, at the JM headquarters, meetings that will focus on the analysis of the recommendations on the Criminal Code and Criminal Procedure Code – recommendations 3 and 4. Representatives of the Justice Ministry, Supreme Magistracy Council, High Court of Cassation and Justice, National Anticorruption Directorate, Prosecutor’s Office attached to the High Court of Cassation and Justice, Lower House and Senate will take part in the meetings.

Another meeting concerns the Civil Code, the Civil Procedure Code, the judicial system’s development strategy – recommendations 3 and 6 –, and it will involve the representatives of the Justice Ministry, Supreme Magistracy Council, High Court of Cassation and Justice and of the Prosecutor’s Office attached to the High Court of Cassation and Justice.

The National Anticorruption Strategy – recommendation 11 – will also be among the topics set to be tackled.

The source points out that another meeting will also discuss the implementation of the plan concerning the failure to enforce public debtor decisions – recommendation 5 –, a meeting that will involve the representatives of the Justice Ministry, Foreign Affairs Ministry, Regional Development Ministry, Interior Ministry, Finance Ministry, and the Government’s General Secretariat.

On March 6, the commission monitoring the progress made by Romania in judicial system reform and the fight against corruption convened at the Justice Ministry to prepare the European Commission’s next CVM assessment mission.

“The objective of the meeting was to prepare the European Commission’s next CVM assessment mission, which will take place on March 14-16, both logistically and from the standpoint of the contributions needed to prepare the progress report that will be presented to the European institution,” a communique transmitted by the Justice Ministry points out.

The aforementioned source pointed out that each institution presented the stage of the progress made, as well as measures meant to prepare the assessment mission.

The Justice Minister emphasised the need for cooperation between all institutions with competences in the CVM context, while pointing out that the progress report that will be drafted at the ministry’s level will be drafted based on the contributions of partner institutions.

The CVM commission was set up via Government Decision no.216/2012 on accelerating the implementation of the benchmarks included in the Mechanism of Cooperation and Verification. The commission’s prerogative is to assess the ways in which all institutions involved in achieving the CVM objectives are carrying out their tasks, in line with their competences, to harmonise efforts within the CVM, and to ensure dialogue and cooperation between the institutions involved.
